Van is the President and CEO of MOC Insurance Services. MOC was founded by Maroevich’s father in 1969, and Van joined the firm in 1975. He assumed management of the brokerage in 1988 and has grown it from a three-person firm to its present size of over 50 team members. Under Van’s profound leadership, MOC is recognized as a prominent independent insurance brokerage conducting business with major insurance carriers, and representing clients throughout the United States.


Van has served on numerous insurance company councils and has been extremely active in legislative issues that have direct impact on policyholders. In this capacity, he served as chairman of the Agents and Brokers Legislative Council, and has served on the boards of the Western Association of Insurance Brokers and The Insurance Brokers and Agents of the West.

Van is a native San Franciscan and received his bachelor of sciences degree in finance from the University of California Berkeley. He also participated in executive programs at Harvard University, focusing on leadership in professional service firms. He began his insurance career attending The Hartford School of Insurance immediately upon joining MOC.

In addition to his committed service to the insurance industry, Van has served on the Insurance Committee for the Olympic Club of San Francisco, the National Association of Theatre Owners Scholarship Committee, and is an alumnus of the Board of Regents of St. Ignatius College Preparatory.


When not working, Van enjoys spending his time with his family, including his Labrador, Hunter, at their family ranch.

Gerald Clifford, CPA

As Executive Vice President, Gerald (Jerry) Clifford’s role at MOC includes strategic planning, establishing financial controls, budgeting, and monitoring accordingly. He also implements competitive benchmarking standards, as well as oversees and manages daily insurance operations.

Jerry focuses on maintaining a high level of quality and productivity within the organization, overseeing a competitive compensation structure and creating a corporate culture that promotes employee and customer loyalty. He is considered the Chief Operations Officer (COO) and is responsible for Operations, Accounting, and Human Resources. Jerry is on the MOC Executive Committee and is a Member of the MOC Board of Directors.


Jerry has been with MOC since 1989. In 1973, he graduated from the University of Santa Clara with a degree in accounting. He obtained management and auditing experience while working at R.H. Macy’s of California and public accounting experience working for Shea, Labagh & Dobberstein Certified Public Accountants. As a public accountant, he serviced contractors, nonprofit institutions, wholesalers, and insurance clients.

Jerry is currently a Board Member of Integrated Community Service and a member of the California Certified Public Accountants Association and the American Institute of Certified Public Accountants.


Jerry is an avid hiker, golf, and sports enthusiast.

Steve Elkins

Steve manages his team of dedicated producers to develop programs of insurance for theatre owners, museums, and other related businesses in the Arts & Entertainment Industries. He attends the National Association of Theatre Owners’ (NATO) conventions each year to further develop relationships with clients and remain active in the theatre exhibition industry. Steve also serves on the NATO scholarship committee to award college scholarships to employees of motion picture theatres each year. As a member of the MOC Executive Committee, he works with the CEO and CFO to direct the overall operations of the agency.


Steve received his Bachelor of Arts, Magna Cum Laude, and was elected to Phi Beta Kappa from Washington University in 1975. He also earned a Master’s of Science degree at the University of Minnesota in 1977.

Before joining MOC Insurance Services in 1988, he worked as a geologist for Chevron Corporation for nine years. After changing careers to the insurance industry, Steve started at MOC in Personal Lines and, after serving in management positions in Commercial Lines and Entertainment, he was promoted to Senior Vice President of MOC in 2004 and then to Executive Vice President in 2014.


Steve’s interests include swimming, cycling, gardening and playing the piano.

Peter Brown

In addition to his management responsibilities as Senior Vice President, Peter handles a wide range of clients, including many in the construction field. He also is Chairman of the Board of Agent’s Resources, Inc., a Rancho Cordova firm providing insurance products for small insurance agents.


Peter has close to 40 years of experience in the insurance brokerage business. Prior to that, he spent two years as an engineering major at Willamette University, Ore., before his education was interrupted by the United States Army. After his time in the army, he studied political science and graduated with a degree from San Jose State University.

His insurance career began with Alexander, Sexton & Carr, where he was responsible for the insurance of several medium-sized general contractors. As his clients grew in size and number, he gradually expanded his responsibility to include all aspects of liability, workers’ compensation, and surety lines of insurance. He continued on after the firm was acquired by Frank B. Hall and added a local building materials manufacturer and an international tug and barge operation to his client base.

Peter left Frank B. Hall when he was presented with the opportunity to become a partner with a local San Francisco broker, William Dukes & Co. Several years after his joining the firm, Peter took over as president upon the retirement of the firm’s founder, Bill Dukes.

Eventually, Harry Humphrey joined William Dukes & Co. and, together with Peter, formed Farallon Associates, a retail broker, and Brown & Humphrey, a surplus lines broker.


Peter enjoys spending time with his wife, Claudia. They live in Kentfield, California.

Harry Humphrey joined MOC Insurance Services in January 2008, when Farallon Associates merged into MOC. He serves as Senior Vice President and represents clients that have diverse, specialized needs. These include a nationally known retailer of marine products; marinas, yacht clubs, etc.; ski resorts; real estate companies; and pyrotechnic companies.


Harry has more than 35 years of experience in the insurance brokerage industry. For more than 20 years, he served as Vice President for two national brokers. In that capacity, he was responsible for several national, publicly traded companies, including accounts in the timber, airline, chemical, ski resort, and marine-oriented industries.

In 1991, recognizing a shift in philosophy and culture within the large national brokerage firms, he joined with Peter Brown and formed Farallon Associates, where he has served as Vice President. He also served as President of Brown & Humphrey Surplus Lines Insurance Brokers, a firm specializing in pyrotechnic liability insurance. Harry graduated from the University of California Berkeley with a major in Business Administration.


Harry is a member of the San Francisco Yacht Club (board member for four years) and member of the St. Francis Yacht Club (currently committee chairman). His hobbies include skiing and sailing. He resides in Mill Valley, California.

Nicholas Dieter

As Vice President, Nick’s responsibilities include directing the firm’s Employee Benefits Division, managing a large employee benefits book of business, and growing market share by cultivating new and existing client relationships, as well as by fostering carrier partnerships.

Since joining MOC in 1998 Nick has brought in an average of $100,000 in new revenue annually, while maintaining 99 percent client retention, making him one of the firm’s top producers. Additionally, as a member of the executive team, Nick collaborates with the rest of the firm’s leadership to develop and execute overall business strategy for MOC.


Nick brings more than 10 years of insurance and financial services expertise to MOC Insurance Services. As an employee benefits specialist in this dynamic health care reform era, Nick prides himself on ensuring clients are well informed, in compliance, unburdened, and getting the best value for their benefits program.

With a diverse book of business in Northern and Southern California, he understands, and has first-hand experience consulting with, nonprofits, startups, financial services firms, schools, manufacturers, technology companies, contractors, movie theatres, airlines, law firms, doctors’ offices, and restaurants. Nick holds a Bachelor of Science degree in finance from the University of San Francisco.


In his spare time, Nick enjoys outdoor activities, exercise, cars, and travel (even those frequent trips to Los Angeles).

Jeff Holman

Jeff Holman brings more than a decade of insurance experience to MOC Insurance Services. As Vice President and member of the Executive Committee, Jeff is involved in the operations and decision-making processes within the company. As Marketing Director, his focus includes expansion and strengthening of carrier relationships, assisting in new business marketing, contract management, and driving overall strategy and business maturation with MOC’s carrier partners.

In addition to his role as Marketing Director, Jeff manages a large commercial book of business. In this role, he specializes in developing insurance programs and offering risk management counsel for large and small companies, both within California and nationwide. His responsibilities include evaluating risk exposures, program design, and overall client service coordination, including contract review and claims resolution. Jeff’s approach to client service is building a strong partnership with both client and carrier to drive better business results.


Having been with MOC since 2013, he previously worked for a large, multinational broker as well as a smaller, regional broker, gaining experience in a vast array of client industries. His roles included working as an Account Executive and Placement Manager for Northern California.

Jeff holds a Bachelor of Science in Psychology from the University of California Los Angeles, and has an Associate in Risk Management designation (ARM). He’s a current member of the Independent Insurance Agents & Brokers of California (IIABC).


Jeff is an avid traveler. After college, he moved to Madrid, Spain, where he spent more than a year traveling the continent. His most recent international trips include Thailand, Peru, and Africa. In his free time, Jeff enjoys spending time with his family and friends, especially if it includes camping, fishing, or boating with his Labrador, Buddy. As a former UCLA Waterski Team member, anytime on the water is a good day.

Melnora Cruz

Melnora brings more than 15 years of experience to MOC Insurance Services. As Manager of the Real Estate and Commercial Department, her responsibilities include managing account executives, with an internal focus on work performance to develop trust, teamwork, innovation, employee engagement, retention, increased productivity, and a leadership mindset and capability.

In addition to her role as a department manager, Melnora manages a large real estate and commercial book of business. Here, she specializes in developing strategic risk management solutions, analyzing risk exposures, contract reviews, and service quality. Her years of experience have developed relationships with carriers that bring outstanding value to her clients.


Melnora joined MOC in May 2008 previously working her way up from several smaller firms. Her passion for her career is the key and what makes her strive for the highest standards possible including continuously attending industry seminars and classes. Melnora holds a certified insurance counselor (CIC) designation and is an associate in general insurance (AINS). She enjoys participating in numerous professional networking events throughout the Bay Area.


Melnora is so full of energy, even with all the many responsibilities she holds as an insurance professional, entrepreneur, wife, and mother of four boys. In her spare time, she enjoys dancing, camping, visiting various wineries, and spending time traveling with family and friends.

Elaine Campbell

Elaine has more than 19 years of insurance experience, and has been with MOC Insurance Services since 2010. As the Select Business Manager, her responsibilities include risk placement, client relationships, coverage reviews and maintaining continuous working relationships with MOC’s many carrier partners.

In addition Elaine manages a large commercial book of business and is a strong believer in the reduce risk approach, which is to analyze, identify, and provide insurance solutions that best fit clients’ needs.


Prior to joining MOC, Elaine worked with a smaller local broker in the San Francisco Bay Area where she gained experience in all types of business insurance. She regularly attends the annual National Insurance Conference held throughout the country, is a respected member of the insurance community, and has taught several insurance courses.


Elaine enjoys spending time with family and friends, as well as boating. She’s originally from Scotland, and spends much of her time exploring all that California has to offer.

Emmet Hollins

Emmet Hollins is an expert Risk Management Advisor. His focus is in helping clients evaluate their operational and strategic exposures across their business lines to achieve a more powerful and sustainable risk management program. While many businesses don’t want to talk about insurance, they know they need it. Many clients view Emmitt as part of their risk management team and it brings him tremendous pride to continually earn that respect.


Emmet’s 20 years of business experience provides great value to his clients as he understands the challenges and opportunities they are faced with. He understands that risk management is a multi-prong approach with insurance being an important part of the solution. Emmett has spent years in the enterprise SaaS space selling financial applications and has leveraged that experience in a very positive career change to sales and account management of business-to-business relationships.

He holds a BA in Cultural Anthropology from Lewis & Clark College in Portland, OR and an Executive MBA from Saint Mary’s College in Moraga, CA. During his junior year in college, Emmet signed up for a six month overseas program to Indonesia where he attended a university for two months in Yogyakarta, lived with several different host families and visited a total of 13 islands. The trip was an eye opener to how other societies live and how cultures adapt to ever changing environments.


In his free time, Emmet, a Bay Area native, enjoys spending time with his wife and two sons. Whenever possible, he takes family and friends out boating on the Sacramento Delta where relaxing, fishing and swimming are a priority. Emmet also enjoys playing golf with friends and family and looks forward to improving his game past the bogey round (but is not holding his breath).

Rachel Porter

Rachel Porter brings more than 27 years of insurance experience to MOC Insurance Services. In her role as manager of the Entertainment Department, Rachel’s responsibilities include account management and general servicing for several of MOC’s large entertainment clients. She also manages the Client Services Team, which supports various commercial lines departments, and serves as the in-house trainer for the MOC agency management system and workflow/electronic filing system.


Rachel joined MOC in 1997, prior to which she worked for three smaller, regional brokers, gaining experience in a variety of client industries including construction, real estate development, wineries, and marine/stevedoring.

Rachel has served on the education committee for the national users’ group for MOC’s agency management system. She attends the users’ group’s annual conference to enhance use of this important software, and was among the first to be certified as an account manager on the system.


In her free time, Rachel enjoys yacht racing, yoga, hiking, live music, reading, and spending time with friends and family. She’s a native San Franciscan and loves to travel.

Jennifer Era

Jennifer is responsible for directing the Employee Benefits Department at MOC. She also works closely with sales, helping clients navigate the complex and ever-changing terrain of their employee benefits needs. Recognizing that clients’ primary objective is to get the best coverage, from the best carriers, at the best price, Jennifer and her team’s goal is to develop and implement an effective program to guide clients in the management and success of their employee benefit programs.

Her team is responsible for providing a combination of outstanding industry knowledge and expertise and dedication to customer service in a proactive and consultative approach.


Jennifer joined MOC Insurance Services in 2011. She brings more than 30 years of insurance experience, including serving in leadership positions ranging from sales and marketing to operations and systems development. She previously worked as vice president of sales and operations for two of the largest global brokers in the country. She also held the role of AVP of corporate development for two major life and health insurers and a national TPA. In her previous roles, Jennifer focused on creating infrastructures and solutions to support the sales growth of the company. She also established trusted relationship with carriers, clients, and industry associates, creating win-win solutions for all.

Jennifer majored in biology and general studies at St. Paul’s and University of the Philippines, then shifted her focus to insurance. She’s a member of the National Association of Health Underwriters, and its state and local chapters.


In her free time, Jennifer enjoys being with her family and dining out. She also loves watching sports (she’s an avid boxing fan), and playing pai gow poker.

Daniel Hom

Daniel Hom has been with MOC Insurance Services since 2001. He’s responsible for the information technology and computer systems that support the MOC core business, including management of IT resources, development of technology, budgeting, and procurement. Additional duties include daily office operations; strategic planning and development for the MOC employees; and external branding of MOC, including its marketing materials, website, and social media channels. As part of the MOC executive board, Daniel works closely with the rest of the executive team.


Daniel has more than 25 years of experience specializing in information technology, including work in consulting, high-tech, and financial service companies. Prior to joining MOC, he worked as the network administrator for Parachute Inc., a startup located in San Francisco. At Hathaway Dinwiddie Construction, he managed the information systems at the Santa Clara office as well as consulted and implemented remote offices and jobsites.

Daniel has extensive industry knowledge in the areas of network administration, network security, website development, databases, phone systems, and graphic design. He holds a Bachelor of Science degree in Business Administration, with an emphasis in Management Information Services from California Polytechnic State University, San Luis Obispo.


In his free time, Daniel enjoys being with the most important people in his life: his wife, Stephanie, and two kids, Maddox and Makayla. The family loves to travel anywhere and everywhere but has a special affinity for both Hawaii and Disneyland. They’re also very passionate fans of many Bay Area sports teams, including the 49ers, Giants, Warriors, and Sharks.
